Dr. Sayeda Zia Batool is a senior regulatory leader and standards expert with over 24 years of experience in institutional reform, quality assurance, and strategic governance. As Director General of PSQCA, she provides strategic vision and executive leadership to Pakistan’s national standards body, overseeing the development and harmonization of over 24,000 Pakistan Standards with international benchmarks, a robust nationwide conformity assessment regime, and the modernization of testing laboratories.
Under her leadership, PSQCA is focusing on a strategic transformation shifting from product-centric certification to promoting integrated Management System Certifications to build a sustainable culture of quality, safety, and competitiveness across Pakistan’s industrial and trade sectors.
Dr. Batool holds a Ph.D., with advanced professional training from the United Kingdom and Australia in quality frameworks, accreditation systems, and policy implementation. Her expertise is grounded in senior leadership roles where she has designed and executed large-scale regulatory reforms.
She previously held key senior management and leadership positions including her service as the Director General of Quality Assurance & Statistics at the Higher Education Commission (HEC), where she established Pakistan’s first national Quality Assurance Agency and accreditation system. As Chairperson of the Private Educational Institutions Regulatory Authority (PEIRA), she led regulatory modernization and institutional strengthening. While working as the Director General of the Punjab Higher Education Commission (PHEC), she implemented province-wide education quality reforms.
Her work in institutional standardization is recognized internationally and cited in publications including a World Bank report on development reform titled “Fostering Institutional Development and Vital Change in Africa and Asia by Professor Dr. Fred M. Hayward, USA.”. She has served as a Lead Expert for ISESCO, developing quality guidelines for universities across OIC countries, and is the only Pakistani woman to be elected twice as a Board Member of the Asia Pacific Quality Network (APQN).
Author of key national frameworks such as the “QA Manual for Higher Education” and “Institutional Performance Evaluation Standards for Universities,” Dr. Batool is committed to leveraging her regulatory and standards expertise to strengthen Pakistan’s quality infrastructure, foster trade, protect consumers, and support industrial growth in line with global best practices.
