Pakistan Standards & Quality Control Authority (PSQCA) being a National Standards day actively celebrating the World Standards Day on 14th day of October 2008 in Pakistan The day with pledge that government, private sector, consumers and civil society would take sustained efforts to become socially responsible with regard to their policies, programs and projects regarding Quality Standards with special focus on world standards day.
The day like other countries the members’ bodies of ISO, IEC and ITU. It is a day to give a tribute to the collective and collaborative efforts of the thousands of experts worldwide who develop the voluntary technical agreements that are published as International and National Standards. The theme for this day varies each year and the theme of World Standards Day this year is “Intelligent and sustainable buildings”. Business groups in general and for the organization responsible monitoring the activities of business in particular the theme will help in promotion and improving quality products for domestic as well as for consumer abroad by adopting standardization and quality control systems trade and industry.
It is only possible to adopt Standardization and quality cultures in trade practices, as standard constitute important aspects on trade, commerce and diffusion of technology. The Development of Metrology, Standards, Testing and Quality (MSTQ) infrastructure, therefore these are necessary for industrial progress and prosperity of a country or a region. Realizing the importance of MSTQ infrastructure, Government of Pakistan has established PSQCA by ACT VI of 1996 to provide on-window services for standardization and quality control and has started functioning since December 01, 2000 with its three component centers viz Standards Development Center (SDC) Quality Control Center (QCC) and Technical Services Center (TSC) is providing its services for standardization and quality control more efficiently.
Adoptions of ISO and IEC standards as Pakistan Standards Specifications the numbers of Standards Specifications meet to about 25708, for reaching consequences for increasing trade within and out side the country, particularly under WTO regime. The PSQCA has established a Consumer Liaison Office to coordinate with the National / International consumers Association for standardization and consumers affairs. Pakistan Certification Body (PCB) has been established in June 2006 under PSQCA acts over come the Technical Barriers to Trade (TBTs) and sanitary and phytosanitary (SPS) Barriers for facilitating local manufacturers in International trade. The PCB will focus strongly on providing proper certificate to small and medium enterprises (SME) sector as a service to the industry of Pakistan without sacrificing sound economic and business principles. The Quality Control Canter (QCC) PSQCA undertake as testing and assessment of industrial raw materials and finished products to establish their quality grade and dimensions with reference to national and international standards specifications of quality in the field of chemical, mechanical, engineering electrical goods and appliances, building material land textile material and provides scientific advise to industrial units in regards to the improve the quality of their products.
PSQCA being a National Standards Body intends to play a proactive role protect not only the consumers right but is ready to facilitate the flourishing business of industrial sector to compete in the global market on the basis of standards products.
Technical Committee for "Terminology, Nomenclature, Abbreviation,Preferred Numbers Principles and Metrological Control"(WMTC-1)
Karachi: A meeting Weights & Measures Technical Committee for “Terminology, Nomenclature, Abbreviation, Preferred Numbers Principles and Metrological Control” (WMTC-1) of Standards Development Centre / PSQCA, Karachi was held under the chairmanship of Mr. Khalid Islam, Director, National Physical and Standard Laboratory, Islamabad. The technical experts, manufacturers, consumers traders and representative of Weight and Measures Department of Provincial Government, Testing Labs, Govt. procuring agencies, participated in the meeting.
The Technical Committee discussed in detail the draft Pakistan Standard Specification of Quantities and Units, Part-3: Space and Time and finalized it. This Pakistan Standard specifies the names, symbols and definition for quantities and units of space and time. Where appropriate conversion factors are also given. The Technical Committee also discussed in details the draft Pakistan Standard Specification of Quantities and Units, Part-5: Thermodynamics and finalized it. This Pakistan Standard gives names, definition for quantities and units of thermodynamics. Where appropriate conversion factors are also given, thus Weights and Measures Division, SDC-PSQCA, is playing a vital role in the industrial sustainability and development of the country.
CEMENT AND LIME (BDC-05) of Standards Develompment Centre /PSQCA, Karachi
Karachi: A meeting of Civil Division’s Technical Committee for “CEMENT AND LIME” (BDC-05) of Standards Development Centre / PSQCA, Karachi was held under the chairmanship of Dr. Mussarratullah Khan Afridi, General Manager, Maple Leaf Company Ltd; Karachi. The technical experts, manufacturers, consultants, consumers association representatives attended the meeting. The committee discussed in detail the aspects of the said standard & approved the Draft Pakistan Standard Specification for PS:232/83 (R) Ordinary Portland Cement this Pakistan Standard defines and cover the manufacture and chemical/physical requirements of 33, 43 and 53 grade O.P.C. products and their constituents. Because PS: 232 cement standards was very old, so revision of standard was very important of our country benefits eg export of cement, better cement used in our bridges, dames and multi story building in the country. The committee also discussed and approved the 2nd draft PSS “Standard Sand for Testing Cement Specification” this standard lays down requirements for standard sand in testing of cement. Measurement of Length, Area and Volume / Capacity (WMTC-2) of Standards Devlopment Centre / PSQCA, Karachi
Karachi: A meeting of Civil Weights & Measures Technical Committee for “Measurement of Length, Area and Volume / Capacity” (WMTC-2) of Standards Development Centre / PSQCA, Karachi was held under the chairmanship of Syed Mahmood-ul-Haq, General Manager, Hydrocarbon Development Institute of Pakistan, Korangi Creak, Karachi. The technical experts, manufacturers, consumers traders and representative of Weight and Measures Department of Provincial Government, Testing Labs, Govt. procuring agencies, participated in the meeting.
The committee discussed in detail the draft Pakistan Standard for General Provisions for Gas Volume Meters and deffered the draft for comments from Sui Southern Gas Ltd; Karachi, M/s. Advance Electronic International, Karachi and PCSIR Laboratories, Karachi. The purpose of a gas meter is to determine a “Quantity” if gas-ideally its mass because it is the mass of gas delivered which determines its value. However, the property of the gas which is most easily sensed is its volume at the conditions of temperature and pressure at which it passes through the meter (the metering condition), thus playing a vital role in the industrial sustainability and development of the country.

Karachi: A meeting of Civil Engineering Division’s Technical Committee for “Concrete Pipes, Plain, Reinforced & Priestesses” (BDC-8) was held under the chairmanship of Engr. S.M.R. Zaidi-ul-Wasti, I.E.P., Karachi at Standards Development Centre, Pakistan Standards & Quality Control Authority, 2nd Floor, Mubarak Manzil, 39-Garden Road, Saddar, Karach. The technical experts, manufacturers, consultants, consumers association representatives attended the meeting. The committee discussed in detail the aspects of the said standard & approved the Draft Pakistan Standard Specifications covers “Spun Cast Priestesses Concrete poles” for use as structural supports for street lights; traffic signals; and transmission, distribution and communication lines.
PSQCA Act-96 in promoting international standarization to contribute in the sustainable eceonomic growth of the country
Karachi: Pakistan Standards & Quality Control Authority as per its mandate under the PSQCA Act-96 in promoting international standardization to contribute in the sustainable economic growth of the country, has further formulated national standards on industrial products of prime importance, through the highest national standards forum i.e. National Standard Committee. The 137th meeting of National Standards Committee was held at Standards Development Centre/PSQCA under the Chairmanship of Capt. Khalid Masood, Director Ships Maintenance & Repair, Naval Headquarters, Islamabad.
The prominent manufacturers, technologist and experts participated in the meeting. In the meeting an indepth discussion over energy efficient, Auto sector, Gems & jewellery sector & Surgical appliances for the benefits of enhancing competence of the local industry in the global trade and to have sustainable development of the country’s economy. The 18 draft standards i.e. (A) Energy Efficient Devices: i) Gas Cooking Ranges, ii) Gas Water Heaters, 111) Gas fired room heaters – Vented type, iv) Gas Appliances – General Requirements, v) PS-3656/1995: Gas fired radiant room heaters un-vented and semi un-vented type (updated), (B) Hall Marking for Gold: vii) Determination of gold jewellery alloys – Cupellation method (fire assay), (C) Medical Equipments: viii) Conical fittings with a 6% (luer) taper for syringes, needles and certain other medical equipment Part-1: General Requirements, ix) Conical fittings with a 6% (luer) taper for syringes, needles and certain other medical equipment Part-2: Lock fittings, x) Specification for stretchers.
